Tori Rhoulac Smith is a Program Director in the Division of Human Resource Development (HRD) of the National Science Foundation’s Directorate for Education and Human Resources (EHR). In this position, she co-leads the NSF INCLUDES Implementation Team and leads the HRD CAREER program. She also manages the NSF INCLUDES Coordination Hub and the STEM-US Broadening Participation Research Center, which is part of the Historically Black Colleges and Universities -Undergraduate Program portfolio of awards. She was formerly Director of Undergraduate Studies and Assistant Professor of Civil Engineering in the College of Engineering, Architecture, and Computer Sciences at Howard University. Dr. Rhoulac Smith earned a B.S. in Civil Engineering from Howard University and M.S. and Ph.D. degrees in Civil Engineering from North Carolina State University.
